Again Offshore vendors with captive operations are focus on internal resource utilization efficiencies rather than tailoring resources deployment base on actual project needs. They will typically try to sell you on the idea of minimum 1 year full-time resource commitments and additional redundant resources referred to as the Shadow Team (which is like asking your company to pay them to train additional unnecessary team members).
